study places: Chaos can be done!
Funny anarchists in Berlin: In a large Cheers from FDP, BDI and universities have been largely destroyed by 2005, the hated central office for allocation of places (ZVS) as a model example of a "bureaucratic monster". Late 2008 and late 2009 came the bill: The universities were places tens of thousands (18,000 in early 2010 it was) occupied for months in scarce subjects such as law or business because the person had applied to several colleges at once. To ZVS times no problem had been. NRW Minister of Science, Andreas Pinkwart announced in February 2010 - at a super software to do the future work of the previous ZVS - as a year earlier. Something known to work (See, for example, Toll Collect) earlier than four years after the commencement of development and costs billions. Until then, the "bureaucracy" degradation in the study places will likely have triggered a seven-year mess.
